Under present climate variability, water stress is already high, particularly in many developing countries, and climate change adds even more urgency for action. Without improved water resources management, the progress towards poverty reduction targets, the Millennium Development Goals, and sustainable development in all its economic, social and environ- mental dimensions, will be jeopardized. Sustainable development of water security a must

CAIRO - July 07, 2017: Suhail Bin Mohammed Faraj Faris Al Mazrouei, Minister of Energy, highlighted the UAE’s support for Arab cooperation on the sustainable development of water security.

He made this statement while chairing the 9th session of the Arab Ministerial Council for Water, at the headquarters of the General Secretariat of the League of Arab States in Cairo.

He stated that the Ministry of Energy has produced a draft water strategy for 2036, in cooperation with relevant UAE authorities, to guarantee the provision of sufficient quantities of water, according to international standards, during both regular periods and emergency shortages that affect the country.

He stressed that this strategy will cover the country’s entire water supply chain, with an emphasis on the strategic production of water resources, storage, transport networks and the supply network linking the nation’s various emirates.

The council discussed a range of important issues and reviewed the implementation of a strategic executive plan for water security in the Arab region, as well as ways of cooperating to address the challenges and future requirements of sustainable development.

It also discussed the implementation of its sustainable development plan for 2030, regarding water, and addressed ways of cooperating on a regional initiative to link the energy, water and food sectors. More

The Vanishing Nile: A Great River Faces a Multitude of Threats

The Nile River is under assault on two fronts – a massive dam under construction upstream in Ethiopia and rising sea levels leading to saltwater intrusion downstream. These dual threats now jeopardize the future of a river that is the lifeblood for millions


Though politicians and the press tend to downplay the idea, environmental degradation is often an underlying cause of international crises — from the deforestation, erosion, and reduced agricultural production that set the stage for the Rwandan genocide of the 1990s to the prolonged drought that pushed rural populations into the cities at the start of the current Syrian civil war. Egypt could become the latest example, its 95 million people the likely victims of a slow motion catastrophe brought on by grand-scale environmental mismanagement.

It’s happening now in the Nile River delta, a low-lying region fanning out from Cairo roughly a hundred miles to the sea. About 45 or 50 million people live in the delta, which represents just 2.5 percent of Egypt’s land area. The rest live in the Nile River valley itself, a ribbon of green winding through hundreds of miles of desert sand, representing another 1 percent of the nation’s total land area. Though the delta and the river together were long the source of Egypt’s wealth and greatness, they now face relentless assault from both land and sea.

The latest threat is a massive dam scheduled to be completed this year on the headwaters of the Blue Nile, which supplies 59 percent of Egypt’s water. Ethiopia’s national government has largely self-financed the $5 billion Grand Ethiopian Renaissance Dam (GERD), with the promise that it will generate 6,000 megawatts of power. That’s a big deal for Ethiopians, three-quarters of whom now lack access to electricity. The sale of excess electricity to other countries in the region could also bring in $1 billion a year in badly needed foreign exchange revenue.

Egypt's water security is red line: Foreign Affairs Ministry spokesperson

The Egyptian Foreign Affairs Ministry official spokesperson Ahmed Abu Zeid asserted on Thursday that Egypt’s water security is non-negotiable, saying that it is considered a red line that no one can approach.

Abu Zeid’s statements came synchronously with the visit of President Abdel Fattah Al-Sisi to Uganda, after receiving an invitation from his Ugandan counterpart Yoweri Museveni to attend the summit of the Nile Basin countries.

He further added through his twitter account that Egypt faced harsh negotiations to turn the summit into a success, stressing the importance of the summit in launching a serious dialogue on the topics of the Nile water that would hopefully bring the views of the Nile Basin countries closer together.

The negotiations that are currently taking place in Uganda between Nile basin countries are aiming to decrease the negative impact of the Ethiopian Grand Ethiopian Renaissance Dam ‘GERD’ on the water security of countries such as Egypt and Sudan.

Egypt, Ethiopia and Sudan sign accord on Nile dam

Egypt, Ethiopia and Sudan have agreed on a preliminary deal on a controversial dam project that Cairo feared would reduce its share of vital waters from the Nile river.

The leaders of Egypt, Ethiopia and Sudan all gathered in Khartoum on Monday to sign the agreement of principles on Ethiopia’s Grand Renaissance Dam project.

"I confirm the construction of the Renaissance Dam will not cause any damage to our three states and especially to the Egyptian people," Ethiopian Prime Minister Hailemariam Desalegn said at the signing ceremony.

Egypt, heavily reliant on the Nile for agriculture and drinking water, feared that the dam would decrease its water supply.

Egypt’s President Abdel Fattah el-Sisi said that "this is a framework agreement and it will be completed".

"We have chosen cooperation, and to trust one another for the sake of development."

Sisi said the final accord will "achieve benefits and development for Ethiopia without harming Egypt and Sudan’s interests".

Sudan’s President Omar al-Bashir hailed the deal as "historic".

The agreement is made up of 10 principles, Egypt’s Water Resources Minister Hussam al-Maghazi told the AFP news agency.

The countries agreed on the "fair use of waters and not to damage the interests of other states by using the waters".

They also agreed to establish "a mechanism for solving disputes as they occur", Maghazi said.

He gave no details as to when the final agreement would be signed.

Sudan’s deputy water resources minister, Saif al-Din Hamed, said the signing of the agreement "will not stop the current construction and building" of the dam in Ethiopia.

Ethiopia began diverting the Blue Nile in May 2013 to build the 6,000 MW dam, which will be Africa’s largest when completed in 2017.

The dam’s storage capacity reaches 74bn cubic meters. Calling such capacity “unjustified and technically unacceptable”, Egypt asked Ethiopia to reduce it to what was agreed before the start of negotiations over the years-of-filling and operation of the dam.

Egypt, Ethiopia, and Sudan, the three countries involved, are facing difficulties in technical negotiations, said Alaa Yassin, Advisor to the Egyptian Minister of Water Resources and Irrigation and spokesman for the GERD file, according to state news agency MENA.

Yassin hopes that all parties adhere to the August agreements that took place in Sudan“without procrastination and time-wasting”, while the three countries are trying to overcome these difficulties.

“Egypt’s share in the historic Nile River water red line cannot be crossed,” Yassin told MENA.

Ethiopia began constructing the dam in 2011, and since then Egypt and Ethiopia have been locked in a diplomatic dispute, which reached a peak in 2013. Egypt, which utilises more Nile water than any other country, fears the dispute will have a detrimental effect on its share of Nile water.

“Containing the Resource Crisis”

LONDON – The proclamation of a new Cold War, following Russia’s annexation of Crimea, turned out to be alarmist and premature. However, it reflected the anxiety of today’s decision-makers in the face of a crumbling global order.


With emerging economies far from committed to established norms in international relations, many governments and multinational companies are feeling vulnerable about relying on others for vital resources – the European Union’s dependence on Russian gas being a case in point.

Competition for scarce resources is sorely testing our assumptions about global governance and cooperation, at a time when collective leadership is becoming ever more necessary. But even in the absence of overarching global legal frameworks, it is possible to maintain a sense of common security if the terms of resource investments are founded on long-term political understanding and commercial relationships, rather than short-term competition.

The stakes are high. Resource scarcity is closely linked to political risks. Consider, for example, the drought that decimated Russia’s 2010 wheat harvest. In response, Russia imposed export restrictions to shore up its domestic supplies, sending food prices soaring in its main export markets, especially Egypt. This in turn helped spark the political uprisings that spread rapidly across North Africa and the Middle East. Climate change is expected to trigger many more such chains of events.

Several Nile Basin countries, including Sudan and Ethiopia, have now ratified a new, Nile River Basin Cooperative Framework agreement, which Egypt has yet to sign. Given Egypt’s concerns about potential water shortages arising from Ethiopia’s new upstream hydropower plants, its assent is far from assured.

Indeed, in Egypt’s febrile political atmosphere, its newly elected president, General Abdul Fattah el-Sisi, may be tempted to escalate the threat of military action in response to Ethiopia’s hydropower projects. Such a move would send shockwaves through a region already reeling from conflict in South Sudan, Syria, Iraq, and Lebanon.

To avoid another dangerous political-environmental chain reaction, nudging all sides toward agreement will require achieving mutual recognition of resource concerns. Ethiopia must credibly guarantee the supply of water downstream, for example, by establishing a water-replenishment rate at its dam reservoirs that does not threaten the onward flow of water to Egypt. At the same time, Egypt, while retaining the fundamental right to protect its water supply, must recognize the interests of its upstream neighbors and be ready to negotiate in good faith a new Nile Basin treaty.

Multinational companies and sovereign investors like China, which have financed hydropower projects upstream, will come under increasing pressure to adopt a position. They, too, can play a positive role by considering the cross-border investments that will address critical interdependencies, like Egypt’s wasteful agricultural irrigation practices.

Similar resource-related tensions are surfacing in other parts of the world. Water stress and food security threaten to constrain India’s economic promise, as increasing coal-powered electricity generation diverts water resources away from agriculture. The political risks of investing in Nigeria’s agriculture sector are also rising as a result of the country’s demographic explosion, high inflation, weak rule of law, and insecure land rights, with wider political consequences.

These resource strains are aggravated by foreign investments that seek to meet developed-country consumers’ voracious demand for resources without attention to their impact on sustainability in the host countries. This virtual outsourcing of the industrialized world’s environmental impacts, apart from being hypocritical, is no basis for building a strategy for global environmental sustainability.

Instead, the world needs to invest in sustainable agriculture, renewable energy, and green infrastructure. To be sure, the most promising efforts by leading multinationals today must confront entrenched subsidies and vested political interests. Unless the necessary policy frameworks are put in place green investment initiatives will continue to struggle to achieve a meaningful scale. Moreover, developed and developing countries seem unable even to agree on a fair division of environmental responsibilities, even though they have become increasingly interdependent in trade, investment, and the supply of natural resources.

These difficulties should not stop us from trying. The Earth Security Initiative is working with the BMW Foundation to develop global roundtables on resource security over a two-year period, starting in Hangzhou, China, on July 17- 20. These high-level, informal meetings will bring together leaders from politics, business, and civil society in Europe and emerging economies in an effort to bridge just such differences.

We know what needs to be done, why it is important, and who must be involved to secure our planet’s long-term future. We must now address the equally vital question of how this will be achieved.

This visualization shows how satellite data and NASA models are being applied to study the hydrology of the Nile basin. The Tropical Rainfall Measurement Mission (TRMM) Multisensor Precipitation Analysis fTMPA) provides three-hourly estimates of rainfall rate across much of the globe.


Here we see the seasonal cycle of monthly precipitation derived from TMPA for Africa, including the Nile Basin. The annual migration of the Intertropical Convergence Zone (ITCZ) from the Nile Equatorial Lakes region around Lake Victoria, source of the White Nile, northward into Sudan and the highlands of Ethiopia, headwaters of the Blue Nile, and back is evident in the seasonal cycle in precipitation. This precipitation cycle drives flow through the Nile River system. The Nile basin, however, is intensely evaporative, and the majority of the water that falls as rain leaves the basin as evaporation rather than river flow—either from the humid headwaters regions or from large resen/oirs and irrigation developments in Egypt and Sudan.


The Atmosphere Land Exchange Inverse (ALEXI) evapotranspiration product, developed by USDA scientists, uses satellite data to map daily evapotranspiration across the entire Nile basin, providing unprecedented information on water consumption. The balance of rainfall and evapotranspi ration can be seen in seasonal patterns of soil moisture, as simulated by the NASA Nile Land Data Assimilation System (LDAS), which merges satellite information with a physically-based land surface model to simulate variability in soil moisture—a critical variable for rainfed agriculture and natural ecosystems. Finally, the twin satellites of the Gravity Recovery and Climate Experiment (GRACE) can be used to monitor variability in total water storage, including surface water, soil moisture, and groundwater. The annual cycle in GRACE estimates of water storage anomalies clearly shows the seasonal movement of water storage due to precipitation patterns and the movement of surface waters from headwaters regions into the wetlands of South Sudan and the resen/oirs of the lower Nile basin.


The Nile is the longest river in the world and its basin is shared by 11 countries. Reliable, spatially distributed estimates of hydrologic storage and fluxes can provide critical information for water managers contending with multiple resource demands, a variable and changing climate, and the risk of damaging floods and droughts. NASA observations and modeling systems offer unique capabilities to meet these information needs.

Egypt gets muscular over Nile dam

When Egypt’s then-president Mohamed Morsi said in June 2013 that “all options” including military intervention, were on the table if Ethiopia continued to develop dams on the Nile River, many dismissed it as posturing. But experts claim Cairo is deadly serious about defending its historic water allotment, and if Ethiopia proceeds with construction of what is set to become Africa’s largest hydroelectric dam, a military strike is not out of the question.

Relations between Egypt and Ethiopia have soured since Ethiopia began construction on the 4.2 billion dollar Grand Renaissance Dam in 2011.

Egypt fears the new dam, slated to begin operation in 2017, will reduce the downstream flow of the Nile, which 85 million Egyptians rely on for almost all of their water needs. Officials in the Ministry of Irrigation claim Egypt will lose 20 to 30 percent of its share of Nile water and nearly a third of the electricity generated by its Aswan High Dam.

Ethiopia insists the Grand Renaissance Dam and its 74 billion cubic metre reservoir at the headwaters of the Blue Nile will have no adverse effect on Egypt’s water share. It hopes the 6,000 megawatt hydroelectric project will lead to energy self-sufficiency and catapult the country out of grinding poverty.

“Egypt sees its Nile water share as a matter of national security,” strategic analyst Ahmed Abdel Halim tells IPS. “To Ethiopia, the new dam is a source of national pride, and essential to its economic future.”

The dispute has heated up since Ethiopia began diverting a stretch of the Nile last May, with some Egyptian parliamentarians calling for sending commandos or arming local insurgents to sabotage the dam project unless Ethiopia halts construction.

Ethiopia’s state-run television responded last month with a report on a visit to the site by army commanders, who voiced their readiness to “pay the price” to defend the partially-built hydro project.

Citing a pair of colonial-era treaties, Egypt argues that it is entitled to no less than two-thirds of the Nile’s water and has veto power over any upstream water projects such as dams or irrigation networks.

Accords drawn up by the British in 1929 and amended in 1959 divvied up the Nile’s waters between Egypt and Sudan without ever consulting the upstream states that were the source of those waters.

The 1959 agreement awarded Egypt 55.5 billion cubic metres of the Nile’s 84 billion cubic metre average annual flow, while Sudan received 18.5 billion cubic metres. Another 10 billion cubic metres is lost to evaporation in Lake Nasser, which was created by Egypt’s Aswan High Dam in the 1970s, leaving barely a drop for the nine other states that share the Nile’s waters.

While the treaty’s water allocations appear gravely unfair to upstream Nile states, analysts point out that unlike the mountainous equatorial nations, which have alternative sources of water, the desert countries of Egypt and Sudan rely almost entirely on the Nile for their water needs.

“One reason for the high level of anxiety is that nobody really knows how this dam is going to affect Egypt’s water share,” Richard Tutwiler, a specialist in water resource management at the American University in Cairo (AUC), tells IPS. “Egypt is totally dependent on the Nile. Without it, there is no Egypt.”

Egypt’s concerns appear warranted as its per capita water share is just 660 cubic metres, among the world’s lowest. The country’s population is forecast to double in the next 50 years, putting even further strain on scarce water resources.

But upstream African nations have their own growing populations to feed, and the thought of tapping the Nile for their agriculture or drinking water needs is all too tempting.

The desire for a more equitable distribution of Nile water rights resulted in the 2010 Entebbe Agreement, which replaces water quotas with a clause that permits all activities provided they do not “significantly” impact the water security of other Nile Basin states. Five upstream countries – Ethiopia, Kenya, Uganda, Tanzania and Rwanda – signed the accord. Burundi signed a year later.

Egypt rejected the new treaty outright. But after decades of wielding its political clout to quash the water projects of its impoverished upstream neighbours, Cairo now finds itself in the uncomfortable position of watching its mastery over the Nile’s waters slip through its fingers.

“Ethiopia’s move was unprecedented. Never before has an upstream state unilaterally built a dam without downstream approval,” Ayman Shabaana of the Cairo-based Institute for Africa Studies had told IPS last June. “If other upstream countries follow suit, Egypt will have a serious water emergency on its hands.”

Ethiopia has sought to assure its downstream neighbours that the Grand Renaissance Dam is a hydroelectric project, not an irrigation scheme. But the dam is part of a broader scheme that would see at least three more dams on the Nile.

Cairo has dubbed the proposal “provocative”.

Egypt has appealed to international bodies to force Ethiopia to halt construction of the dam until its downstream impact can be determined. And while officials here hope for a diplomatic solution to diffuse the crisis, security sources say Egypt’s military leadership is prepared to use force to protect its stake in the river.

Former president Hosni Mubarak floated plans for an air strike on any dam that Ethiopia built on the Nile, and in 2010 established an airbase in southeastern Sudan as a staging point for just such an operation, according to leaked emails from the global intelligence company Stratfor posted on Wikileaks.

Egypt’s position was weakened in 2012 when Sudan, its traditional ally on Nile water issues, rescinded its opposition to the Grand Renaissance Dam and instead threw its weight behind the project. Analysts attribute Khartoum’s change of heart to the country’s revised domestic priorities following the secession of South Sudan a year earlier.

According to AUC’s Tutwiler, once Sudan felt assured that the dam would have minimal impact on its water allotment, the mega-project’s other benefits became clear. The dam is expected to improve flood control, expand downstream irrigation capacity and, crucially, allow Ethiopia to export surplus electricity to power-hungry Sudan via a cross-border link.

Some studies indicate that properly managed hydroelectric dams in Ethiopia could mitigate damaging floods and increase Egypt’s overall water share. Storing water in the cooler climes of Ethiopia would ensure far less water is lost to evaporation than in the desert behind the Aswan High Dam.

Egypt, however, is particularly concerned about the loss of water share during the five to ten years it will take to fill the dam’s reservoir. Tutwiler says it is unlikely that Ethiopia will severely choke or stop the flow of water.

Nile Delta disappearing beneath the sea

El Rashid, Egypt - It only takes a light covering of seawater to render land infertile, so Mohamed Saeed keeps a close watch on the sea as it advances, year after year, towards his two-hectare plot of land. The young farmer, whose clover field lies just 400 metres from Egypt's northern coast, reckons he has less than a decade before his field - and livelihood - submerges beneath the sea.

But even before that, his crops will wither and die as seawater infiltrates the local aquifer. The process has already begun, he says, clutching a handful of white-caked soil.

"The land has become sick," says Saeed. "The soil is saline, the irrigation water is saline, and we have to use a lot of fertilisers to grow anything on it."

Spread over 25,000 square kilometres, the densely populated Nile Delta is the breadbasket of Egypt, accounting for two-thirds of the country's agricultural production, and home to 40 million people. Its northern flank, running 240 kilometres from Alexandria to Port Said, is one of the most vulnerable coastlines in the world, facing the triple threat of coastal erosion, saltwater infiltration, and rising sea levels.

According to Khaled Ouda, a geologist at Assiut University, a 30-centimetre rise in sea level would inundate 6,000 square kilometres of the Nile Delta. The flooding would create islands out of an additional 2,000 square kilometres of elevated land - isolating towns, roads, fields, and industrial facilities.

"The total [area of the Delta] expected to be impacted by a rising of the sea level by one metre during this century will be 8,033 square kilometres, which is nearly 33 percent of the total area of the Nile Delta," says Ouda.

In a report released in September 2013, the International Panel on Climate Change (IPCC) predicts a sea level rise of 28 to 98 centimetres by 2100, more than twice its 2007 projections. Even by the most conservative estimate, this would destroy 12.5 percent of Egypt's cultivated areas and displace about eight million people, or nearly 10 percent of the population.

But it is not just rising sea levels that threaten Egypt's northern coast: The delta itself is sinking.

Prior to the building of the Aswan High Dam in the 1960s, more than 120 million tonnes of silt washed down the Nile each year and accumulated in its delta. Without this annual silt flow to replenish it, the Nile Delta is shrinking - in some places the coastline is receding by as much as 175 metres a year.

The Egyptian government has attempted to slow the sea's advance by building a series of breakwaters and earthen dykes along the northern coast and its waterways. Piles of concrete blocks help reduce coastal erosion, but without new sedimentation, the delta land has compacted and thousands of hectares now lie at sea level.

"You can build all the walls you want, but it won't stop the seawater from advancing underground," says Osman el-Rayis, a chemistry professor at Alexandria University. "The saltwater rots fields from below, killing plant roots and leaving behind salts [as it evaporates] that render the soil infertile."

El-Rayis warns that as the delta substratum becomes more porous, seawater has begun to infiltrate the Nile Delta aquifer, a vital source of underground water spread over 2.5 million hectares.

Saltwater has always been a threat to coastal agricultural land, but salinity was traditionally kept in check by a steady flow of freshwater covering the soil and flushing out the salt. As Egypt's population has expanded, upstream demand on water has increased, reducing the amount of Nile water that reaches the Delta. What does trickle in these days is choked with sewage and industrial toxins.

Faced with rising water levels and increased salinity, many farmers have abandoned their land or switched to fish farming. Others have resorted to adding sand or soil to their fields to keep them above the brackish water.

The sand is drawn from the dunes that line much of Egypt's northern coast and act as natural barriers against the advancing sea. The plundering of these dunes for construction materials and fill has made the Nile Delta yet more vulnerable to a rise in sea level.

Scientists have proposed measures to protect the Delta lowlands from the sea's incursion. They say the priority is to slow beach erosion by preserving natural coastal defences such as sand dunes, while building seawalls along the 240-kilometre coast that are strong enough to hold back the Mediterranean.

"These walls would be built facing the sea in places where low-lying gaps occur along the beach," says Ouda.

He explains that, in order to be effective, the barriers must include an impermeable substructure extending from three to 13 metres below sea level that prevents seawater from infiltrating freshwater aquifers.

The size is as formidable as the expected cost. One proposal submitted by Egyptian engineer Mamdouh Hamza put the price tag at $3bn. The plan envisions building a concrete wall along the Delta's entire coastline and skirting it with a plastic diaphragm to prevent saltwater seepage.

Ouda says the mega-project would be cost-effective in that it would save the Nile Delta lands, but it is unlikely to attract the necessary capital. He doubts Egypt's cash-strapped government could cover the costs, while the international community appears unwilling to offer a lifeline.

"The project to establish the coastal walls is a service project… without economic gain and, thus, you will not find a financier for this project from companies or foreign governments," Ouda says.

Yet some have argued that as Western nations are most responsible for climate change, their governments should foot the bill on behalf of the developing nations most impacted by its consequences. More

Egypt-Ethiopia Nile dam talks hit dead end

Technical negotiations among water ministers from Egypt, Sudan and Ethiopia have reached a dead end after all parties refused the proposals set forth to solve the crisis that revolves around the repercussions Ethiopia’s Renaissance Dam have on Egypt’s water security. These repercussions were discussed during three rounds of negotiations in the Sudanese capital Khartoum.

The third round of negotiations held in Khartoum on Jan. 4 — and attended by technical delegations represented by water ministers from Egypt, Sudan and Ethiopia — did not yield any clear results. Egypt withdrew from the meeting, describing the Ethiopian stance as “intransigent,” as Ethiopia refused the Egyptian proposal that ensures Egyptian water security, as noted in a statement issued by the Egyptian Ministry of Water Resources and Irrigation.

Al-Monitor secured a copy of the statement, which stated: “The dispute between Egypt and Ethiopia during the negotiations is related to two points. First, Ethiopia refused the participation of international experts in the new mechanism put in place to follow up on Ethiopian studies about the consequences of the Renaissance Dam. These studies will be conducted in accordance with the report of the international committee. Second, Ethiopia refused to discuss the document on 'principles of confidence-building' between the countries of the eastern Nile basin — namely Egypt, Sudan and Ethiopia. Egypt proposed this document to provide guarantees for the downstream countries against any negative effects that may be generated from the construction of the dam.”

In a phone interview with Al-Monitor, Egypt’s Water Minister Mohammed Abdel Moteleb said: “We tried to set forth more than one initiative to build the trust Ethiopia always talks about when promising not to cause Egypt any harm. However, we will not attend or participate in any technical negotiations concerning theRenaissance Dam until we make sure Ethiopia is proposing genuine initiatives that are in line with the Egyptian view, so that these meetings will be meaningful.

“Egypt has concerns and reservations over the Renaissance Dam. It is not logical to build a dam that big without completing the technical and environmental studies required by the international committee. Ethiopia agreed to these studies and signed [the committee’s] final report.”

He went on: “Egypt agreed on attending the three rounds of negotiations, so that it could not be accused of rejecting cooperation. We are always striving [to hold] a dialogue that is based on the principles of not causing harm and creating benefits for all parties. Currently, we do not have the luxury of giving up any drop of water from Egypt’s share of Nile water.”

An informed Egyptian security source concerned with the issue of the Nile basin told Al-Monitor: “Egypt will follow new courses to solve its crisis with Ethiopia in regard to the Renaissance Dam. It will adopt measures to push the issue forward on the international level. Egypt will not accept for its historical share of the Nile water, which is preserved by agreements and provisions of international law, to be diminished.”

“We do not rule out [the possibility of adopting] any technical, political or security measures to solve this crisis. We are waiting for the referendum on the constitutionto be over. After that, we will launch a series of official and nonofficial movements,” the source affirmed. He pointed out the “possibility of referring to international courts and filing a claim with international institutions, such as the UN, to preserve Egypt’s rights.”

A diplomatic source, closely tied to the Egyptian Cabinet, told Al-Monitor, “Egypt has already launched diplomatic movements to convince donor countries to stop the financial aids serving the construction of the dam until it is assured that it will not harm Egypt.” The source affirmed, “This campaign will be put in focus after the completion of parliamentary and presidential elections, and once relative stability has been achieved.”

Interim President Adly Mansour held a closed meeting with the National Defense Council on Jan. 8. The meeting was attended by Defense Minister Abdel Fattah al-Sisi and Prime Minister Hazem el-Biblawi, who discussed the crisis of the Renaissance Dam and the deadlock surrounding the technical negotiations. The council reiterated the importance of “not wasting the water rights of Egypt and not accepting any violation against Egyptian national security.”

Former Water Minister and Nile Basin Studies Unit head Mohammad Nasreddin Allam, told Al-Monitor, “We are currently drafting an international claim comprising five parts, which will be filed to donor countries, international institutions and organizations entitled to settle this dispute. Such a dispute can threaten peace and security in the East African region.”

“The memorandum will comprise a legal part documenting the historical rights of Egypt to the Nile water, and another part stating the Ethiopian violations of the law and international agreements, after it constructed a large dam without taking into consideration the safety of downstream countries. It will also include a call to form a fact-finding committee to prove the dangerous impact of the dam on Egyptian water security, as stipulated by the regional dispute settlement mechanisms, the UN pact and the African Union Peace and Security Council,” Allam added.

Allam also affirmed, “The memorandum will call for the immediate halt of all construction works at the site until the fact-finding committee fulfills its task.”

Despite the warning messages Egypt is conveying to affirm it will not give up on protecting its share of Nile water, the Egyptian prime minister was optimistic about the possibility of negotiating again and resolving the crisis. He said during a press conference on Jan. 9, attended by , “Negotiations do not end in one session. Things will continue to progress, and the issue of the dam remains until now open for discussion.”

A technical source who attended the latest negotiations commented on the prime minister’s statement, telling Al-Monitor, “Negotiations reached a deadlock. The Ethiopian water minister publicly refused during an official meeting the request of Egypt to host negotiations in Cairo, claiming that the security situation in Egypt was the reason for his refusal.”

“Egypt is now wasting its chance. Calling for more negotiations is time-consuming because Ethiopia is proceeding with the constructions as a de facto situation,” the source warned.

For his part, Ethiopian Water and Energy Minister Alemayehu Tegenu said in a statement on Jan. 13: “The construction of the Renaissance Dam is taking place without any hassles or difficulties. The project will be finalized according to the decided time frame,” reiterating that “the project is not facing technical or funding problems.” More

Conflict over water in cross-border river basins – the need for peaceful cooperation by Peter Brabeck-Letmathe

In January 2005, I organised the first discussion on water at the World Economic Forum in Davos. Avishay Braverman, a leading Israeli politician, and then President of Ben Gurion University of the Negev, was one of the invited panelists. He spoke about the battle over water – some were even seeing the risks of war over water – in the Middle East and elsewhere.

But he made it very clear: “Water is not the reason for war; it is only an excuse for war." Another quote from Malidoma Somé, an initiated Elder into the Dagara Tribe of West Central Africa and holder of a Ph.D. in Political Science from the Sorbonne: “The Dagara tribe of West Central Africa successfully categorize their people into five different categories: fire, water, mineral, earth and nature. The "water" people are usually considered the peacemakers. They are the ones with the ability to reconcile differences, both differences within the self and differences with one another.”

Recently the rivalries between Egypt and Ethiopia have drawn worldwide attention. The two nations’ dispute over the construction of the Ethiopian giant dam is escalating.

Ethiopia announced its Ethiopian Grand Renaissance Dam project in 2011. The project is located in the Benishangul-Gumuz Region of Ethiopia, about 40km east of the border with Sudan. When completed, it will be one of the largest dams in Africa, with a capacity of 63 billion cubic meters, and since it was announced the project has caused a battle between Egypt and Ethiopia over water resources.

Ethiopian officials claim that the project is “win-win”, whereas Egyptians disagree, and some Egyptian politicians were even reported as saying that “it might be better to bomb the dam or to arm Ethiopian guerrillas to pressure the government in Addis Ababa” (Financial Times article, ‘Water: Battle of the Nile’).

The Nile, as one of the longest rivers in the world, passes through 11 countries: Democratic Republic of Congo, Burundi, Rwanda, Tanzania, Kenya, Uganda, Eritrea, Ethiopia, Sudan, South Sudan and Egypt. Two main tributaries, the White Nile and the Blue Nile, meet at Khartoum and flow northwards through the Sahara desert. Between 80-90%of the Nile’s flow comes from the Blue Nile and the other rivers (such as Atbara) which originate in the Ethiopian Highlands, while the White Nile contributes 10-20 % of the annual Nile discharge (State of the Nile Basin 2012).

In the northern part of the Nile basin, where Egypt, Sudan and South Sudan lie, there is virtually no rainfall in the summer. In contrast, the southern portion, which encompasses the Ethiopian Highlands, has heavy rains during the summer months. Evaporation is averagely high in the basin, but also varies from country to country. In the desert area, evaporation is low, as there is little available water despite higher temperatures. In contrast, the Ethiopian Highlands experience lower temperatures. Therefore, less rainfall is evaporated and more appears as run off. This link, to the Food and Agriculture Organization of the United Nations, highlights the natural water balance across each country around the Nile Basin. (See Table 1.)

Up to now, most of the water withdrawal from the Nile River has been used for irrigation in Egypt, Sudan and South Sudan, while upstream countries such as Ethiopia were barely using Nile waters. The latter are increasingly looking into the potential of Nile as a source of water and power supply, in order to develop their domestic economy including agricultural activities.

Fighting for water resources in the shared river basin is not something new. As a typical example, the uneven distribution of water resources in the Nile Basin, due to geological, historical, economic and political reasons, has caused tension between downstream countries (Egypt, Sudan and South Sudan) and those sitting upstream. In recent decades, rivalry between nations and threat for political security in the basin has escalated, with increasing water resource scarcity under the pressure of fast growing populations, economic development, and climate change.

A consensus among all involved stakeholders is key to settling the issue in the long term, and it should be based on a holistic understanding of the challenges and with a focus on sustainable development across the whole basin. This has technical, economic and political aspects. One is the loss of water from the river due to evaporation: for instance, less than half of the water entering the Sudd region, a vast swamp in South Sudan, flows out of it into the White Nile. The rest disappears through evaporation and evapotranspiration. More water is lost between Sudd and Assuan, and then, in particular, in Lake Assuan. Research therefore suggests that from a water economy view it would be better to withdraw water for irrigation upstream than downstream before large parts of it are lost through evaporation (Whittington et al., 2004). Goods with the water embedded in food grown further upstream could then be traded to supply downstream consumers (see my previous post on virtual water trade).

Another aspect to be considered is irrigation efficiencies. Let me illustrate this with FAO data on irrigation water requirement and agricultural water withdrawal between 1993 and 2007 in the countries in the basin. The country with the highest irrigation efficiency among these 11 countries is Egypt, at 76.5%, following by Uganda at 52.2%. The irrigation efficiency in the rest of the countries is only around 20%. Agricultural water withdrawal accounts for 93.6% of total water withdrawal. That makes 3.7 billion cubic meters of water loss from irrigation every year in the nation, accounting for 6% of the capacity of the reservoir under construction. Given the large percentage that agricultural water withdrawal represents of total water withdrawal - 73.4% on average in all of these countries - we know that a total of nearly 42 billion cubic meters of water withdrawn for irrigation every year from the river basin is lost.

Just by looking at this data, it is clear that establishing effective common cross-border water strategies and management schemes, and adopting tools such as the water cost curve strategy proposed by 2030 Water Resource Group to improve the efficiency in local water use (especially irrigation), are essential for relieving water shortage stress in the Basin and ultimately, avoid conflict.

A consensus, involving technical, economic, and political measures, will be the way out of the current situation that threatens peace and development in this region.

The Nile River and who’s giving a “dam” over its future

Egypt has been in danger of losing a part of its water lifeline the Nile River. Ethiopia is dead set on constructing a giant dam over their part of the mighty river. And both parties still don’t see eye to eye.

This project, which was planned for the Blue Nile by Ethiopia, is just a part the water problems of population dense Egypt; which also loses a significant part of Nile River water from other sources: evaporation, leaky water pipe infrastructure, and from vegetation growing on the banks of the Nile and on river islands.

Talks between water resource ministers of three of the countries that share the Nile’s water resources, Egypt, Ethiopia and Sudan, ended inconclusively this week in Khartoum, with the participants agreeing to meet meet again next month.

The ‘successful’ Egypt-Ethiopia talks failed to end differences over Nile water. A number of unresolved issues still remain to be solved. They revolve around Ethiopia’s Grand Renaissance Dam project on Ethipia’s upstream portion of the Nile, called the Blue Nile. Many water experts say this project could ”damn Egypt’s development future”. Bur Ethiopia feels that this water is their energy right.

Ethiopia is an energy-poor country that is also plagued by drought and famine. Constructing the massive dam will provide it with both increased water supplies and with hydro-electric power. According to Middle East Online, Ethiopia began diverting the Blue Nile in May to build the 6,000 MW dam, which will be the largest dam built in Africa when completed in 2017.

Although Ethiopian water experts claim that Egypt’s water loss from the project will be “minimal”, Egypt claims that it has ‘historic rights’ to the use of Nile water. These rights stem from two treaties made in 1929 and 1959 that allow it 87 percent of the Nile’s flow and gives it veto power over upstream water projects.

Egypt itself constructed a large dam on the Nile at Aswan (see above photo), which was completed in 1970 during the presidency of Gamal Abdel Nasser.

This ten-year project caused much controversy and resulted in many historic archeological sites having to be relocated due to subsequent flooding by what is now known as Lake Nasser.

A dam on the Blue Nile by Ethiopia would obviously have an affect on both neighboring Sudan and Egypt.

Sudan, which like Egypt has still not signed Nile water use treaties with Ethiopia, has said that it will not be so much affected by the Renaissance Dam project. Sudan, Egypt’s long time ally, has apparently switched sides in favor of Ethiopia in regards to this project.

The unresolved issues dealing with the project will be further discussed when the water ministers meet again on January 4. After being weakened following the political turmoil of the Arab Spring uprisings, Egypt appears to be less able to exert its influence over Ethiopia on this important issue. More

 

All states need to resolve their riverine / water sharing issues in a equitable manner via treaty as soon as possible. This needs to be acomplished in the near term, before climate change progresses any further. Water is, unfortunatly, the new oil and as we all realise oil has caused conflicts, and water, given its necessity to sustaining life has a much higher potential to trigger conflict. Editor

Egypt to Cooperate With Nile Basin Countries for Water Security

Egypt is keen on cooperating with all Nile Basin countries in a manner that benefits all parties, Foreign Minister Nabil Fahmy said on Tuesday.

"Egypt's water security is an indispensible part of the country's national security and it cannot be ignored," Fahmy said, adding that "there are historic and legal rights that cannot be overlooked by any country."

Ethiopia started diverting the course of the Blue Nile, the main tributary of the Nile River, in May as part of its plan to build a hydroelectric dam that generates electricity.

The "Renaissance Dam" is built along the river that provides Egypt with about 60 percent of its annual 55 million cubic metres of Nile water.

This move sparked extensive arguments considering how that would affect Egypt's share of the Nile water.

Egypt and Ethiopia are members of the Nile Basin Initiative (NBI), a partnership among Nile states aimed at sharing the river's socio-economic benefits and promoting regional security.

Three of the Nile Basin countries - Egypt, Ethiopia and Sudan - formed an expert committee to study the project.

The committee issued a report, unanimously approved by the three countries, on the potential damages of the dam and recommendations to avoid them in June.

The experts convened again in December and agreed to form another committee to look into the means of implementing their final recommendations.

Egypt aims for revolution in desert farming

Cairo, Egypt -The hazy desert that extends from the outskirts of Cairo has become the unlikely scene of another revolution that has the potential to transform Egypt - and it is green.

Inhospitable, yellowed wasteland is now yielding up ripe red tomatoes, fresh kale and schools of fish in a bold experiment fuelled by the country's most precious resource: water.

This surprising harvest illustrates how Egypt is witnessing a slow transformation in attitudes towards the environment driven by groups such as Greenpeace and Nawaya alongside an innovative young sustainability movement.

In the vanguard of this movement is Faris Farrag, an Egyptian banker inspired by a love of growing plants and fishing, who has embraced the revolutionary technique of aquaponics at his unassuming farm outside Cairo called "Bustan" (Arabic for orchard).

"As the price of water soars, as the price of petrol soars, and when the subsidies on farming disappear, this model makes sense," says Farrag.

Reviving ancient techniques

Aquaponics, an ancient form of cultivation that originated with the Aztecs, enables farmers to increase yields by growing plants and farming fish in the same closed freshwater system.

Farrag studied the technique under Dr James Rakocy at the University of the Virgin Islands, whose sustainable farming method grew in popularity in the 1980s and is now gaining mainstream acceptance in developing nations.

Enterprising farmers have implemented the system in countries as diverse as Bangladesh, the United Arab Emirates and Yemen to save water and increase output.

At Bustan, the first commercial aquaponics farm in Egypt, olive trees flank the growing areas sprouting from what seems to be sandy ground, and dusty mesh screens are the only barriers protecting delicate young plants from the expansive tracts of sand.

Water circulates from tanks hosting schools of fleshy Nile tilapia through hydroponic trays which grow vegetables including cucumber, basil, lettuce, kale, peppers and tomatoes on floating foam beds with run-off flushed out to irrigate the trees.

It is an ingenious solution to an old problem in a country dominated by unforgiving deserts where access to fresh water is a luxury in many areas.

The Nile supplies Egypt with almost all its water, 85 percent of which goes to agriculture - but the country has long outgrown agreements with neighbours on its share of this resource as its population has soared to 85 million, and is pressing to renegotiate terms.

Earlier this year the most populous Arab nation made global headlines in an angry disagreement over plans to dam the Blue Nile, denouncing Ethiopia's attempts to reroute the river.

Need for environmental policies

Compounding problems of access to water is pollution, and visitors only have to peer at the Nile's swirling eddies and water catchments to notice the gunk and assorted rubbish that confirm the low priority afforded environmentalism.

Most of the population lives on the 2.9 percent of land that is arable and use the only source of fresh water as an industrial, human and agricultural dump, undeterred by laws that prohibit the throwing of waste into the Nile.

Compounding water pollution, Egypt's annual "black cloud" caused by the burning of agricultural waste costs an estimated $6bn in damage to natural resources and a further $2bn in associated health effects, according to date compiled by the American University in Cairo.

These challenges are a bleak reminder of how desperately Egypt needs environmental policies to protect its fragile agricultural resources.

From Cairo's unremitting expansion into fertile areas to the mountains of garbage strewn on the city's streets, incessant congestion, and misuse of the water supply, there are precious few examples of sustainability.

Which is where Farrag believes aquaponics comes in - Bustan uses 90 percent less water than traditional farming methods in Egypt.

He argues that his model is economically viable and scalable, producing between 6-8 tonnes of fish per year and potentially yielding 45,000 heads of lettuce if it were to grow just a single type of vegetable.

Sustainability underpins the whole operation, he says. Bustan is not land-intensive and Farrag also uses biological pest control methods, such as ladybirds to kill aphids, in order to avoid chemical inputs.

The project also employs two locals, Abdul Rasul Hassanain and his wife Amal, who live on a nearby plot of land and have dramatically increased their role in running the farm.

Dr Ashraf Ghanem, a professor of water engineering at Cairo University, is a strong advocate of the system.

He recently told journalists about the potential benefits of these farms in the Middle East.

A local non-governmental organisation, Nawaya, is taking a leading role in supporting sustainable farming and has brought locals to visit Farrag's farm in a bid to help them swap traditional irrigation techniques for sustainable methods.

But that transition does not come cheap. Inside Bustan, the hum of pumps to ensure the fish are raised in pools with properly filtered water is constant, raising concerns about costs - and posing questions about whether sustainable farming can only be a novelty for the wealthy. More
