Water resources and how they are managed impact almost all aspects of society and the economy, in particular health, food production and security, domestic water supply and sanitation, energy, industry, and the functioning of ecosystems. Under present climate variability, water stress is already high, particularly in many developing countries, and climate change adds even more urgency for action. Without improved water resources management, the progress towards poverty reduction targets, the Millennium Development Goals, and sustainable development in all its economic, social and environ- mental dimensions, will be jeopardized. AGWA Launches Toolkit for Climate Change Adaptation in Water Resources Management


4 September 2014: The Alliance for Global Water Adaptation (AGWA) and partners have launched a manual for dealing with uncertainty under climate change by applying climate-informed decision-making to water resource management, project design and risk evaluation.


The manual was launched in a seminar held during World Water Week, on 4 September.


‘Beyond Downscaling: A Bottom-Up Approach to Climate Adaptation for Water Resources Management' is the result of two years' work by AGWA, the World Bank, the Inter-American Development Bank (IDB), US Army Corps of Engineers, University of Massachusetts and RTI International, among others.


It provides practical guidelines for practitioners and project coordinators for risk-based decision making and adaptation of water systems by using a bottom-up approach. The book aims to “provide an alternative approach contributing to improvement in the quality and effectiveness of water resources management planning and project design under climate variability and change uncertainty.”


The manual covers: AGWA's approach to sustainable water management; climate change impacts on water resources; mainstreaming adaptation into water resources management; key tools for supporting climate risk assessment; and approaches to identifying adaptation strategies for water projects. It also makes the case for moving beyond down-scaling global climate models, to a bottom-up approach to climate adaptation in the water sector, and presents a framework for an AGWA-supported adaptation approach.


The approach supported by AGWA, inter alia: recognizes the need to integrate climate adaptation into existing decision-making processes; advocates for bottom-up approaches to vulnerability assessment; supports the use of “systematic decision trees based on existing water resources management approaches”; stresses the importance of creating flexible decision pathways; and emphasizes the integration of flexible governance mechanisms into water resources management.


Speaking at the launch, Marcus Wijnen, Senior Water Resources Management Specialist, World Bank, noted that the book is “work in progress,” and invited stakeholders to provide feedback. More

30 Percent of Singapore's Water Supply is Currently Met by Recycled Water

The South-east Asian island country has a population of 5 million residing on less than 750 square kilometers of land. Whilst known for its strong economy, Singapore is lacking one essential asset -- water.

Water security has long been a national priority in Singapore as half of its current water supplies are imported from neighboring Malaysia. "We are preparing for the day that should the water agreement expire, we should be ready to fulfill our own needs," says Chew Men Leong, Chief Executive of the Public Utilities Board.

The agreement with Malaysia is due to expire in 2061, so the country has time to be ready.

Singapore's strategy for a hydrated nation is four-fold: as well as importation, it includes desalinization plants, efficient catchment of rainwater and recycling of sewage.

Rainwater is collected through a network of drains, canals, rivers, storm water, collection ponds and reservoirs with the aim to catch water across two-thirds of the country. But the real hope lies in the membrane technology to treat wastewater known as 'NEWater', created by the country's public utilities board.

Through a four-step series of barriers and membranes, wastewater is made free of solids, microorganisms, and contaminants resulting in potable water supplies for use by humans and industry.

After one decade, the technology meets 30 percent of Singapore's water needs, with plans to triple volumes by 2060.

"The level of quality we receive from the Public Utility Board meets and exceeds the expectation," explains Jagadish CV, CEO of Systems on Silicon Manufacturing, where the water is used in their processing of silicon wafers. "We are using the water three times before we let it into the drain," he says.

The demand by industry is being further met by a new collaboration with Japanese firm Meiden that will supply factories with recycled industrial water. One and a half Olympic-sized swimming pools of water are currently filtered and treated every day.

The goal is to more cost-effectively treat industrial waste streams in the long run.

Professor Asit Biswas from the Lee Kuan School of Public Policy feels other countries should follow the example set by Singapore and even the current standards can be improved to eventually re-use every last drop of water. More

Henan’s Big Drought. Is This From The South–North Water Transfer Project?

Mainland media reported that, since this summer, Henan Province rainfall is 60 percent less than usual over the same period since 1951, which is the lowest value over the same period of history. Pingdingshan City's main water source, Baiguishan reservoir water level is even lower than the dead water of 97.5 meters.

Henan Zhecheng County Shuangmiao Village Ms. Li, “over the entire summer it did not rain. The crops are dry. We are not allowed to irrigate the crops. If I use the well water, I probably cannot even have drinking water."

Droughts have had a serious impact on local agriculture.

Ms. Li, "most places basically have no harvest. Individual crops can be harvested a little, but there is not much. If one place can harvest 40 percent, that’s the best.''

Hubei Province is rich in water during the main flood season this year. But rainfall in most areas decreased by more than 20 percent. 111 small reservoirs and over 50,000 ponds dried up; over 600 reservoirs are below the dead water level; Hanjiang River downstream water level dropped. Danjiangkou reservoir water level is only 142.77 meters on August 19. This is far below the SNWTP planned water level of 170 meters.

For this major disaster, the authorities explained that the drought is caused by a variety of climatic reasons. They claimed that, even if the current trend of precipitation is "north flood south dry", it is still to "transfer water from south to north" to fill the gap of an especially severe water shortage in Beijing.

But the villagers in drought regions have different thoughts.

Ms. Li, " we all think it is due to the SNWTP. In previous years, it was not as dry as in these years."

Villagers discussed and believe that, SNWTP leads the Han River, the Yangtze River and the Yellow River water back and forth; the Three Gorges Reservoir also caused natural flowing rivers to change direction. Poor circulation, and loss of groundwater resources are also very serious. It has a massive impact not only to the surrounding geological environment, but also caused imbalances to the water, clouds, rain, and natural circulation system leading to a severe drought.

Living in Germany, water resources expert Wang Weiluo, has published many articles about Jiang Zemin who to "supply water to the 2008 Beijing Olympics", hastily approved and launched the SNWTP in 2001. It introduced one billion cubic meters of water annually to Beijing, with diversion channels crossing more than 700 natural rivers in Central China. The project completely

broke the law of nature of these rivers; There is a serious engineering problem, even bigger than the Three Gorges, and the threat is to a wider area.

Beijing electrical engineer Mr. Tian, "in principle there is a problem, because it is not that the south is high, the north is low, and it naturally flows across. It is to artificially add a number of processes, which undermines the law of nature. I think this may be even worse than the Three Gorges Dam."

Problems have been reported recently about SNWTP by the media. When the Diversion project tested the water on July 3 for the first time, the media exposed that the water source from Danjiangkou Reservoir exceeded the nitrogen content, and was seriously polluted. The official also acknowledged that water quality for nitrogen and phosphorus exceeded the standards. However he stressed that it would naturally degrade through long-distance transportation.

In late July, the mainland media also reported that SNWTP led to a decrease in the Han River water level. Due to the reduced water flow the fish were unable to spawn by end of July, while in previous years they had finished spawning. Yicheng city located by the Han River was without water three times since last year, the longest time was 48 hours.

In addition to the environmental damages, Beijing electrical engineer Mr. Tian pointed out that the drain from SNWTP is likely to outweigh the benefits.

Mr. Tian, "this unnatural process takes a lot of energy and wastes a lot of water. Introduce ten percent water, and finally arriving in Beijing, maybe even not two percent will get there."

SNWTP has three water diversion routes, namely the east, middle and west line. Of which the middle and east lines cost amounted to 500 billion yuan, 2.5 times larger than the Three Gorges Project. The East line is pumped from the Yangtze River to Tianjin, Qingdao and Yantai direction. The Midline is from Danjiangkou Reservoir as a division of Yangtze tributary the Han River, in Beijing’s direction; The West line is from the upper Yangtze River to the Yellow River water diversion. The East line started in December 2002, until December 8, 2013 the water went through. The Midline started in December 2003, is expected to have water through in October 2014. ADBSeptember 2014: The Asian Development Bank (ADB) has published a report titled ‘Water Balance: Achieving Sustainable Development through a Water Assessment and Management Plan – The Case of Federally Administered Tribal Areas (FATA), Pakistan.' The report presents the case of the development of the FATA Water Assessment and Management Plan, outlining elements necessary in such assessment, and emphasizing that inefficient and unsustainable management of development initiatives result from lack of information about water availability and cause watershed degradation.


Integrated water resources management (IWRM) was used as a core approach in the development of possible activities to promote the sustainable use of water resources in the FATA region. While noting much of the data used is historical, the report emphasizes that climate change is likely to alter current water availability patterns, and calls for integrating hydrological forecasting and climate change models into the assessment.


The report includes sections on: background; project area; assessing surface water availability; assessing groundwater; assessing water consumption; water balance model; water management plan; and conclusions. Brazil Vows Water Supply Is Under Control as Basins Dry

The state of Sao Paulo is facing its worst drought in eight decades, threatening the water supplies for 20 million people — but you wouldn’t know that by asking Brazil’s elected officials.

Sao Paulo Governor Geraldo Alckmin, who is seeking re-election in October, has been minimizing the crisis for the region, which includes South America’s largest city. The reaction is a far cry from the response in drought-stricken California, where Governor Jerry Brown has declared a state of emergency and residents are being fined for watering their lawns.

Sao Paulo state is already rationing water for more than 2 million people in 18 cities. The capital city’s main reservoir is now at only 12 percent of capacity, according to the water utility Cia. de Saneamento Basico do Estado de Sao Paulo, known as Sabesp. While the utility received a warning at the end of July that it risks running out of drinking water in 100 days, officials vow the situation is under control.

“Sao Paulo is denying this crisis because we are in the middle of the political campaign,” said Joao Simanke, a hydrogeologist consultant who worked for Sabesp for more than two decades. “The crisis is already in place and it is getting worse, but until now it has been possible to mask it.”

Blaming unusual weather in a city traditionally known as “drizzly Sao Paulo,” Alckmin denied last week he was slow to respond to the drop in the city’s main reservoir, which began in May 2013, because of the political cost of rationing.

“The situation in Sao Paulo is serious, but it is under control,” Mauro Arce, water resources secretary for the state, said in a telephone interview.

Reduced Flow

While Brazil’s largest city isn’t rationing water, thousands of residents are already complaining of reduced flow from their taps in the past two months.

In February, Sabesp began offering 30 percent discounts to customers who cut consumption by at least 20 percent of their 12-month average. The utility is spending money on special equipment to pull water known as “dead volume” from the very bottom of the Cantareira reservoir and to get supplies from other reservoirs.

In California, an estimated 82 percent of the state is experiencing extreme drought. Most of its major reservoirs are at less than half of capacity, state records show, as residents face restrictions on car washes and restaurants only serve water to customers who request it.

Spring Rains

Relief may be slow to come before more Sao Paulo residents have to contend with water limits. According to weather forecaster Climatempo, the spring season that starts in September will bring rains at or below historical averages — not enough to refill basins. The drenching El Nino rains that caused floods in southern Brazil won’t travel far enough north to help refill reservoirs in Sao Paulo.

Sao Paulo’s water situation is “scary,” given the historical humid weather condition of the region, said Benedito Braga, president of World Water Council, an international organization that promotes awareness of water issues.

“Sao Paulo’s situation is not devastating such as the California’s situation, because the American state has experienced droughts many times,” he said. “We have never seen anything similar in Sao Paulo, so we are in an uncomfortable situation.”

Sao Paulo should be already adopting more measures in an attempt to reduce water usage, such as a progressive water rate in which consumers pay more for exceeding a certain level of water consumption, said Braga, who was on the board of Brazil’s national water agency from 2001 to 2009.

‘Serious’ Situation

Sao Paulo’s water resources secretary said there’s no need to adopt more measures to reduce demand and pressure on the city’s water reservoirs. The government isn’t minimizing the crisis and it’s reaching out to increase awareness of the issue, Arce said. Irrigation in the upper reaches of rivers is already being limited, he said.

“The situation is serious and we are dealing with it with the seriousness it deserves,” Arce said. Sabesp says its voluntary demand reduction programs are working and some, including Gesner Oliveira, a consultant who served as Sabesp’s president from 2007 to 2010, agree.

“The set of measures adopted were correct to manage the situation of water scarcity,” said Oliveira.

But reductions in demand haven’t held steady. In July, water consumption in Sao Paulo rose as tourists filled the city for the World Cup soccer tournament and fewer people joined the consumption reduction program, Sabesp executives said on an Aug. 19 conference call.

Water Fines?

“The water saving campaign is not enough to avoid a bigger problem and people don’t exactly know what is going on,” said Samuel Barreto, a coordinator with the Nature Conservancy. “The government must better inform the population.”

Sao Paulo’s governor press office didn’t respond to a phone call seeking comment.

Marco Antonio Barros, superintendent of water production of Sabesp, downplayed the possibility the company would fine customers for excessive water use, saying such penalties took a long time to be established in California. Limiting secondary uses of water, for washing cars and other non-drinking consumption, is possible, he said.

According to a July report by Citigroup Inc., if the water flow remains below average for the remainder of the year, the Cantareira reservoir “will dry up by December in spite of the use of dead-storage volume.”

Sabesp expects to be able to supply water until the rainy season ends in March and says the chance of rationing in the capital by the end of the year is zero. Recovery of its reservoirs in the first months of the next season is unlikely “even if it rains a lot,” Sabesp Chief Financial Officer Rui Affonso said on the conference call. “The constancy of the rains is what matters.” More

How extensive is California's drought?

A snake-like trickle of water flows underneath Lake Oroville's Enterprise Bridge — just one striking example of how much California's chronic drought is affecting the state's lakes and reservoirs.

Situated at the foot of the Sierra Nevadas in Butte County, Lake Oroville is one of the largest reservoirs in California, second only to Shasta Lake. After enduring three straight years of drought, the lake is currently only filled to 32 percent of its capacity.

In any case, the drought in California is getting serious. Phase 2 of Los Angeles' mandatory water conservation ordinance is now in effect, which means a team of water-use inspectors are tasked with enforcing water restrictions and fining water wasters. If the drought continues through fall and winter, the ordinance will move to Phase 3, which entails even stricter rules and some prohibitions.

Drought in Syria: a Major Cause of the Civil War?

Syria's devastating civil war that began in March 2011 has killed over 200,000 people, displaced at least 4.5 million, and created 3 million refugees.

While the causes of the war are complex, a key contributing factor was the nation's devastating 2006 - 2011 drought, one of the worst in the nation's history, according to new research accepted for publication in the journal Weather, Climate, and Society by water resources expert Dr. Peter Gleick of the Pacific Institute. The drought brought the Fertile Crescent's lowest 4-year rainfall amounts since 1940, and Syria's most severe set of crop failures in recorded history. The worst drought-affected regions were eastern Syria, northern Iraq, and Iran, the major grain-growing areas of the northern Fertile Crescent. In a press release that accompanied the release of the new paper, Dr. Gleick said that as a result of the drought, "the decrease in water availability, water mismanagement, agricultural failures, and related economic deterioration contributed to population dislocations and the migration of rural communities to nearby cities. These factors further contributed to urban unemployment, economic dislocations, food insecurity for more than a million people, and subsequent social unrest."

Quenching Kenya: Can New Water Discoveries Save East Africa?

Water scarcity is becoming the defining international crisis of the twenty-first century. Water conflicts rage across the world as communities struggle to secure a clean, reliable supply.

One of the world’s most water-stressed regions is East Africa. Overexploitation of water resources there has been compounded by declining snowpacks on Mount Kilimanjaro and Mount Kenya, which have shrunk since the late 1980s due to global warming. Meanwhile, Lake Turkana -- the world’s largest perennial desert lake -- has largely disappeared from Ethiopian territory, retreating south into Kenya.

In this light, the discovery of two significant aquifers in mostly arid Kenya by a Japanese-financed UNESCO project has been hailed as a potential game changer. The first, the Lotikipi Basin Aquifer, is situated just west of Lake Turkana. The second, the smaller Lodwar Basin Aquifer, is near Lodwar, the capital of Turkana county. The aquifers were discovered by a French firm, Radar Technologies International (RTI), using a space-based exploration technology called WATEX that was originally designed to reveal mineral deposits. The company blended satellite and radar imagery with geographical surveys and seismic data to detect moisture. Subsequent drilling by UNESCO confirmed the presence of aquifers. Three other suspected aquifers in the region have yet to be verified through drilling.

For parched and economically backward Turkana, more than one-third of whose residents are malnourished, the discovery of major groundwater reserves is a godsend. Not only will the reserves provide lifesaving water, they will also spur the development of agricultural and hydrocarbon sectors and improve the lives of the impoverished residents in this conflict-ridden region, which extends from Kenya into the borderlands of Ethiopia and South Sudan. Solar Powered Reverse Osmosis in the Caribbean

Implementation of adaptation measures to address the absence of fresh water and coastal vulnerabilities in Bequia, St. Vincent and the Grenadines

The Special Program for Adaptation to Climate Change (SPACC) pilot project “Implementation of adaptation measures to address the absence of fresh water and coastal vulnerabilities in Bequia, St. Vincent and the Grenadines”, was implemented in Bequia, Saint Vincent and the Grenadines by the World Bank, acting as the implementing agency for the Global Environment Fund (GEF), and the Caribbean Community Climate Change Centre (CCCCC), acting as the executing agency.

Background Bequia is the largest of the Grenadines islands, approximately 7 square miles in size, with a population of 4,874 (1991 census). Due to its size and geology, the island has no surface water and no known underground source. Approximately 30% of the island is covered with scrub vegetation of no market significance. The livelihood of the people of Bequia is tied to the surrounding coastal sea. Most natives are fisher folks or sailors. Given the absence of surface water and the calciferous nature of the soil, fresh water resource is a major issue for Bequia. Bequia’s need for water Bequia’s very limited water resources are being threatened by climate change. For people living in Bequia it is clear that dry spells are becoming unusually long, or that the pattern of the rainy season has changed. Water availability to key critical ecosystems is at greater risk as the limited water available is tapped or harvested by households due to the rain water supply systems that no longer meet their water needs. At present, there is no water distribution system in the island of Bequia. Each household has traditionally solved its water supply needs by building individual rain collection systems. It is indicated that up to 30% of the construction cost of a house in Bequia is allocated to the rain harvesting system.

The community and climate change

Of particular concern is the Paget Farms community (Figure 1) where the least wealthy population of the island lives. The entire community relies exclusively on rain water harvesting as the source of potable domestic water. In fact, many of the households in the Paget Farms community, the population targeted by this pilot, are equipped with underground storage that fill during the rainy season. The others utilize one or more glass reinforced plastic tanks that do not always satisfy their needs throughout the season and water supplies have sometimes had to be supplemented by purchase of water transported by barge from Kingstown. Current trends in precipitation confirm what Global Circulation Models predict: there are longer periods of drought, followed by shorter, more intense precipitation events. Moreover, sea level rise is threatening coastal aquifers through saline intrusion. Both factors are already threatening water supply stability for already stressed populations, which in turn Figure 1 : Paget Farm community in Bequia, with Fisheries Complex in the foreground leads to over-exploitation of aquifers and natural resources, endangering the fragile ecosystems and associated biodiversity.

The project: building a carbon neutral reverse osmosis desalination plant

The pilot project in Bequia was aimed at exploring an integrated, sustainable solution to face these challenges: the combination of a renewable, carbon-free energy generation source (photovoltaic system), with a reverse osmosis desalination plant whose input is inexhaustible sea water. The low-maintenance renewable energy source offsets the high energy demand of the plant by providing all the energy required plus some excess energy for the island, with the additional revenue generated covering operation and maintenance costs. This combination has been proven to be both technically and economically viable, and showcases a robust, sustainable approach to the issue, with a very strong replication potential elsewhere in the Caribbean, where similar zones are suffering similar stress. As the report above states that 'Current trends in precipitation confirm what Global Circulation Models predict: there are longer periods of drought, followed by shorter, more intense precipitation events. Moreover, sea level rise is threatening coastal aquifers through saline intrusion.', all Small Island Developing States (SIDS) should be implementing Plan B. A Plan B is necessary from the perspective of energy security. Should the geo-political situation in the Persian Gulf deteriorate the price of petroleum (oil) could rise dramatically making water unaffordable to residents of islands wholly dependant on fossil fuel produced electricity for their water production. The Cayman Islands has no Plan B. Today is World Water Day

Conserve and recycle water.

Life is Water and water is life!

22nd March is the annual World Water Day which focuses attention on the importance of freshwater and advocates for the sustainable management of freshwater resources. Each year, World Water Day highlights a specific aspect of freshwater. This year's international theme highlights the issue of "Water and Energy". The Main objective is to draw attention to this topic and to show the close linkages between these two basic needs.

In Somaliland water is in extremely scarce. Only 43% of the population have access to improved water sources. The lack of water is a major concern for both urban and rural populations. For livestock, water is essential and the population is reliant on rain-fed dams, balleys and water pans.

Responding to the water shortage in Somaliland, the Minster of Water Resources with help from its partners wished to promote "Rain Water Harvesting" for World Water Day. This theme will raise awareness and promote actions at the local level. During the World Water Day, Somaliland Government, EU officials (The largest water sector donor in Somaliland), UN agencies and International NGOs will promote the importance of "Rain Water Harvesting". It will generate local interest among Somaliland people and both urban and rural communities will be targeted. In addition, the link between rainwater and "Water & Energy" will be made by promoting rainwater harvesting as a low-cost, readily available and energy-saving method of water collection, which does not require any external energy inputs, unlike most other forms of water supply which require motorized pumping, road transport, human resources, etc.

Every person has the right to have access to safe drinking water. Access to clean water is the key to finding a quality life free from water-borne diseases. Good health starts with having access to clean water. In developing countries, almost 80% of diseases are caused by poor water hygiene. One in every five child deaths is attributed to water-related diseases. Especially, children are more vulnerable to diseases transmitted through diseases.

European Union has made their commitment to reduce the burden of water scarcity in Somaliland and is funding significant water programmes in Somaliland the moment. The EU is the largest water sector donor in Somaliland. The goal of EU-funded water programmes is to improve the quality and quantity of fresh water available to Somaliland people and its future generations. These Water programmes are being implemented by a different partners such UN-Habitat, UNICEF, Caritas and Terresolidali. The EU is committed to Somaliland development and growth.

Among these projects, Hargiesa Urban Water Supply Upgrading Project- HUWSUP- is the largest European Union funded water programme in Somaliland and is implemented by UN-Habitat in partnership with Hargeisa Water Agency (HWA) and the Ministry of Water Resources (MoWR).

The principal water infrastructure for Hargeisa was constructed in the 1970s to supply what was then a city of 180,000 inhabitants. Following rapid urbanisation and resettlement, the estimated population of the city is now over 750,000 people, while the daily supply from the existing water system is just 9 million litres – the same as it was in 1988, with only about a quarter of the current population. Water security in the Kingdom of Saudi Arabia … a far-fetched dream?

DAMMAM – Environmental and water experts have warned that water security might be a far-reaching dream for the Kingdom.
Limited water resources such as groundwater are being depleted by greedy farmers who care about nothing but profits, they said. The claimed nuclear energy can help desalinate seawater and save the country from a looming disaster that future generations will experience. Al-Riyadh daily asked the experts about the challenges the state faces in ensuring water security.

Precious resource

Dr. Asad Abu Ruzaizah, president of the Saudi Society for Environment Sciences, said the country is running out of groundwater at an alarming rate. He stressed the important role citizens can play to mitigate the enormity of the problem and conserve this valuable resource. “Some people are not really aware that we have a water security problem,” Ruzaizah said. “The government spends a huge amount of money on the desalination process but this causes a tremendous negative effect on the environment.
“Moreover, strategic water reserves are poor in the Kingdom and other GCC countries and this fact makes the water problem a huge challenge for these countries.
“We have a poor water authority and low awareness levels regarding the importance of saving water. “More funding should go into developing and managing water resources and searching constantly for new sources.
“The water authority and other water agencies should be developed to deal better with this issue and achieve sustainable development for the next generation.”

New regulations to manage current reserve

Dr. Muhammad Al-Ghamdi, professor of King Faisal University’s School of Agricultural Sciences, disagrees with Ruzaizah. “Everyone is saying let’s find new water resources instead of searching for regulations that can lead to the wise management of current resources,” Al-Ghamdi said. “Unfortunately, there are no clear plans, programs, or strategies to help us achieve water security.” He said he wondered how this problem would be solved while farmers, led by greed, continue to waste groundwater and mismanage limited water resources. “The sad thing is facts and statistics indicate that our groundwater problem is getting worse every year. “I’m worried the next generations will encounter insurmountable problems solving this issue.”
Dr. Ali Ishqi, ecology professor at King Abdulaziz University, said the Arabian Peninsula has a severe water shortage. Ninety percent of its area is barren desert land while green areas account for 2 percent of the total area. Ishqi believed that mismanagement of water resources has largely exacerbated groundwater shortages.
He said the only strategy that can end this looming crisis is to make use of nuclear energy.
“The use of nuclear reactors is the best choice for seawater desalination.
“Solar energy is not. “To meet the water needs of a small city population, you will need to have so many solar cells on a very large area.”

Rainwater harvesting is the solution

Abdullah Al-Rasheed, economist, said the only option available to solve this crisis is to set up a national authority for rainwater harvesting, where rainwater is collected and used for irrigation, drinking, and other purposes. The next upcoming war will be for water, Al-Rasheed claimed.
He quoted a feature that National Geographic carried a while ago on the water issue.
The Kingdom’s groundwater resources used to stand at 500 cubic kilometers 40 years ago, according to the feature. So far the country has used 400 cubic kilometers, which means that one generation has consumed 80 percent of the country’s resources. The feature said the Kingdom now has no choice but to use seawater because the remaining groundwater will probably be consumed in a few years. Al-Rasheed said he hoped that the statistics mentioned in the feature were not true. “One thing remains true: we have squandered our groundwater and used it for farming purposes. “There is no point now of crying over spilled milk. “It’s high time we utilized rainwater.”
Al-Rasheed said every year there is 150 billion to 250 billion cubic meters of rainfall in the Kingdom, while the amount of desalinated water the public consumes annually is 3 billion. “This is a small amount compared to the huge quantity of rainwater available for us.” More

UNESCO Presents Views on Water Cooperation

September 2013: The UN Educational, Scientific and Cultural Organization (UNESCO) has released a report titled 'Free Flow. Reaching Water Security through Cooperation,' which was published in the framework of the International Year of Water Cooperation.


The report brings together a range of water professionals and stakeholders to share their knowledge and experiences in water cooperation.


The report reflect the progress and challenges encountered in the fields of water management and cooperation around the world. It features chapters on, inter alia: water diplomacy; transboundary water management; water education and institutional development; financing cooperation; legal framework at the national/international level; water cooperation, sustainability and poverty eradication; and economic development and water.

San Luis Reservoir 17 percent full, causing Silicon Valley water problems

LOS BANOS -- In 1805 Spanish soldiers camped here in the oak-studded valleys. California's Robin Hood, Joaquin Murrieta, hid out here during the Gold Rush. President John F. Kennedy made a visit in 1962.

There's no question the history around San Luis Reservoir is colorful. But these days, the star attraction isn't much to look at.

This vast inland sea along Highway 152 between Gilroy and Los Banos -- the largest off-stream reservoir in the world -- sits just 17 percent full.

The shoreline is a vast expanse of dried, cracked mud. Boat ramps end above the water's edge. Hills show erosion lines where the lake's surface once lapped in wetter years 168 feet higher than today.

This year, the reservoir

was at it lowest level of any Aug. 1 since 1989. And back then, California was knee-deep in its last major drought, which lasted from 1987 to 1992. A record-dry spring this year and pumping restrictions at the Delta are to blame now.

The low level is making water officials nervous in Silicon Valley, which draws billions of gallons from the reservoir.

"It's a concern for us every year, but more of a concern for us this year," said Joan Maher, deputy operating officer for the Santa Clara Valley Water District, based in San Jose.

When the lake level drops, the water warms, which causes algae to grow.

And when the water is pumped out every day from the reservoir, through a 10-foot-wide pipe 42 miles to the Coyote Pumping Station in Morgan Hill near Anderson Reservoir, it requires lots of treatment. Even after that, it doesn't seem quite right when it comes out of Silicon Valley taps.

"People have been calling, saying, 'What's happening with the water?'" Maher said. "The water is safe to drink, but this makes it taste and smell a little musty."

The people most affected live in Saratoga, Cupertino, Campbell, Los Altos and other communities that receive drinking water from the district's Rinconada treatment plant in Los Gatos. That's the only one of the district's three drinking water treatment plants that doesn't have high-tech ozone treatment -- it won't for another three years or so. For now, the plant is having to clean its filters more regularly, and crews have increased the amount of granulated carbon they use to absorb odors by tenfold from normal years.

When full, San Luis holds 2 million acre-feet of water, enough to supply the needs of 10 million people for a year.

There are two reasons San Luis is so low now.

First is the dry spring. After a wet November and December, California experienced record-dry conditions starting in January.

The amount of snow and rain that fell in the northern Sierra between January and the beginning of April was the least since records were first kept in 1920. Most Bay Area cities had the driest spring in their history.

Less snow and rain meant less runoff. Still, other large reservoirs in Northern California have much more water now than San Luis. Lake Shasta, Oroville, Trinity and New Melones are all between 46 and 61 percent full.

Another reason San Luis has not filled as much, Maher noted, is because its water is pumped from the Delta, 75 miles to the north. And in recent years, federal court decisions have limited the time and scale of how much water could be pumped out of the Delta through the giant federal and state water projects that store water in San Luis for later use, not only by Silicon Valley, but by farmers and cities throughout the Central Valley and Southern California.

As Maher and many other water officials see it, one solution is Gov. Jerry Brown's $24 billion plan to build two massive tunnels under the Delta to more easily ship water south.

Environmentalists say the tunnels will wreck the Delta's fragile ecosystem and make it easier to ship water to subsidized corporate farmers. They argue the problem is that agriculture -- which uses 80 percent of the water that people consume in California -- simply takes too much from the Delta and has planted crops that rely on more water than the Delta can deliver consistently without killing salmon, smelt and other species that live there.

"If we weren't using our precious water to grow almonds to ship to China, we'd have more for urban use," said Barbara Barrigan-Parrilla, executive director of Restore the Delta, a Stockton group.

In the past week, water levels at San Luis Reservoir have crept up 3 feet. That's because demand from farmers is waning in the later part of the growing season and some Delta pumping is occurring, said Tracy Pettit with the state Department of Water Resources. More
